A certificate, photo, or audit note matters only when it connects to the product, factory address, and order being discussed. Generic documents sit in the file, but they do not clear the supplier by themselves.
The beneficiary review gets its own pass. A related company, offshore account, or late bank change can have a commercial explanation, but the buyer should receive that explanation before funds move.
We do not call a supplier safe because one record looks clean. We state what the file supports, what remains open, and which questions deserve outside review.
